Emerging Issues on the Forest Horizon

The Sierra Club of Canada – Newfoundland Forest Campaign hosted the conference Emerging Issues on the Forest Horizon Sept. 28-30, 2005 in Corner Brook, Newfoundland and Labrador.

The conference brought together more than 50 participants from across North America to discuss challenges and obstacles to achieving a sustainable forest industry in Newfoundland and Labrador. In particular, the conference focused on issues currently facing the industry and what the future may hold.

The objectives of Emerging Issues on the Forest Horizon were to:

- highlight some of the progressive practices taking place across Newfoundland and Labrador;

- facilitate open discussion between the various stakeholders involved in the forest industry;

- provide a forum for those active in the forest industry, and the public at large, to network and share information;

- bring outside perspectives to those managing the province’s forest resources that may not have had the opportunity to participate in these types of discussions in the past.

The conference attracted a variety of participants, included representatives from:

- Government departments responsible for managing the province’s forest resources, including the provincial Departments of Natural Resources and Environment & Conservation, as well Natural Resources Canada;

- Regional economic development boards from various areas of the province;

- Environmental non-governmental organizations, both provincial and national (including several groups from Labrador);

- The province’s industry groups including Abitibi Consolidated Inc., Corner Brook Pulp and Paper Limited, and the Newfoundland and Labrador Lumber Producers Association;

- The North American Forest Industry at large including; Avrim Lazar, President of the Forest Products Association of Canada (FPAC); Francine Dorian, Vice-president of Abitibi Consolidated Woodlands Division, Montreal QC; Susan Casey- Leftkowitz of the Natural Resources Defense Council (NRDC), Washington DC; Kevin Mason of Equity Research Associates, Vancouver BC; Simon Dyer, a biologist from Alberta Pacific Forest Products (ALPAC); and Martin Von Mirbach, Vice-president of Forest Stewardship Council (FSC) of Canada.

Purpose of Conference and Discussion of Conference Themes

Emerging Issues on the Forest Horizon provided an opportunity for forest practitioners to explore the challenges and opportunities they deal with in the changing forest industry, both provincially and nationally. Prior to this conference, a forum dedicated solely to the issues facing the forest industry had never been hosted in Newfoundland and Labrador. The Sierra Club of Canada recognized an opportunity to share with local industry and government representatives forest practices and initiatives happening outside of the province, as well as celebrate the innovative practices currently being utilized in Newfoundland and Labrador.

Emerging Issues on the Forest Horizon presented an excellent opportunity for forest practitioners in Newfoundland and Labrador to place their forest management initiatives within the broader national context. The conference focused on four theme areas:

1. The Future of Forests and the Forest Industry in Newfoundland and Labrador:
2. Innovative Practices.
Presentations under this theme explored pressing issues such as provincial wood supply, challenges in the future employment field, and Canada’s potential for continued competitiveness on the global timber products market.
Presenters addressing this theme examined some of the most exciting activities in provincial forest management and their implications for the future of ecosystem-based management in the province.

Pesentations under this theme explored some of the current management practices with a focus on maintaining ecological integrity. These practices include protected areas and collaborative conservation management practices outside protected areas. This theme examined how forest practitioners in Newfoundland and Labrador are working towards this goal provincially and nationally.
Today’s competitive marketplace demands well-made products that are derived in sustainable ways. Presenters addressing this theme examined the marketing dimension of the forest industry. The message from this theme was that industry can be both competitive and environmentally sustainable through innovation.

The conference also included a number of keynote addresses on a variety of topics. Topics explored in the keynote addresses included emerging issues on the forest horizon in Newfoundland and Labrador; climate change and the forest industry; and sustainable forest management from the industry perspective. The keynote speakers gave this conference an even stronger relevance and more credibility.

Despite the fact that 95 per cent of land in Newfoundland and Labrador is still publicly owned, the province is seriously behind other areas of the country with respect to landscape planning and on-the-ground forest practices. In the early 1900s, the provincial government leased large portions of Crown land to paper companies for periods as long as 99 years; those leases are due to expire in the relatively near future and a large portion of the island's timber supply will be up for renegotiation. This will provide an excellent opportunity to address the deficiencies in current legislation, policy and management practices. The Sierra Club of Canada is optimistic that practices and case studies highlighted at the conference will add to this discussion.
